The law triggered concerns that minorities would be unfairly targeted for registration removal. A federal appeals court ruled Ohio violated the National Voter Registration Act, which limits roll purging to residents who have moved, become mentally incapacitated, are convicted of a felony or die.
Failure to vote should not trigger a roll purge, the court said. The state contends it is the failure to respond to the notice, not the failure to vote, that leads to removal.
Harmon said he does not recall receiving any notice. The case will likely impact laws in Georgia, Montana, Oklahoma, Oregon, Pennsylvania and West Virginia, which have similar registration rules.
