The change comes as New York’s Rikers Island, the nation’s second-largest jail system, faces increased scrutiny over its alleged brutal treatment and neglect of inmates. As of the first week of January, 103 of the 497 inmates between ages 19 and 21 at Rikers were being held in solitary confinement.
